From what I understand these tanks are made from polypropylene, hence their toughness and fuel resistance. It is mostly UV stable but it can 'grey' if black and left in the sun, so you need to cut back with a cutting compound to get the black back.
You could try some boat fibreglass polish / cutting compound. As ever, trial a very small inconspicuous spot to see what the effect is.
A panel beater I know suggested the use of Acetone to freshen up plastic and paint on cars, but you have to be careful with it, trial it first.
Armourall is also good, but hell slippery when it dries, not a good idea to be sliding around on your seat when flying, consider this before you do anything.
